He beat the guy that (rightly or wrongly) was being discussed as a potential divisional GOAT. Plus title picture ever present Colby. And had about a 10 fight win* streak just to get his title shot

I'm just gonna focus on Leon, his wins are against guys who likely retire after a couple more fights. He has the whole top 15 basically open to fight. Honestly to get a Belal rematch he needs 2 good wins.

No opponent was announced, but Leon confirmed he's fighting on the England card in March. Almost surely isn't JDM then, who will be fighting in Australia in February, probably against Usman. That  hopefully leaves Brady or Buckley for Leon. And hopefully not
