As much as I hate to say it he's not exactly wrong. The Paramount deal starts next year and the UFC is going to want to have the best selling fights they can put on in their first year to prove to Paramount they made the right choice. As much as it's understandable why we don't want Usman fighting for a TS without at least one more win, the reality is Morales is too green to get a TS so soon and isn't really a name yet so the chances of him getting next shot is low and they may want to build him a bit more. Shavkat has been out too long so they are likely going to give him a tune up before giving him the TS to get people talking about him again and to build hype. This only leaves Ian, Prates, Belal and Usman as potential challengers. Even if Belal beats Ian tomorrow it won't matter cause it's Belal and they aren't going to give him another shot again most likely, then there's Prates who I very much doubt gets a TS off finishing Leon since Brady didn't, so realistically it's either Usman or Ian (granted he wins tomorrow) and because Ian is more or less a boring point fighting decision machine it's more than likely the UFC pushes Usman into an undeserved TS cause he's the biggest name and will put on the most exciting fight between the 2.
