Replacement opponents get shuffled in all the time when the original opponent can't make it within a reasonable time frame. It is pretty much expected standard operating procedure that when an original opponent can't make it within a reasonable time then they get a replacement opponent. Jon got special treatment and was allowed to sit on the belt for years waiting for stipe while TOm was winning multiple fights.
