That's not the right prior to use here. That statistic relies on the conditions that prevent suicide which existed in years past. If those preventive conditions no longer exist (we have reason to think things have slipped badly), then the probability is not valid in this context. This is related to why hypothesis testing requires controls, or things that do not vary.There hasn't been a suicide in that jail since the mid 90s. It is literally a .0001% chance of happening.
