The evidence is weak, in basically every related conflict including the present one, that either side intentionally targets civilian populations with projectile strikes.
Of course, this commentary won't play well with some. But the reality is that military aerial combat resources are extremely valuable. Arbitrary low numbers of civilian lives are not strategically valuable.
There are numerous reasons why civilian areas get hit. They are not limited to, defense valuable areas being within city limits, failure of targeting systems, redirection or debris from collision with projectile defense systems, saturation tactics, etc.
People will post a video of some civilian infrastructure damage and claim the other side is targeting civilian infrastructure. I think that betrays a deep lack of acceptance of how powerful modern munitions are. A single strategically well-placed munitions strike to target large civilian populations could kill 5 figure amounts of people. We basically haven't seen that anywhere in the world.
Political leaders on all sides like to say that I am playing fair and my opponent, my opponent is a scoundrel who plays unfairly. But most sides play, what we might call, "fairly", the problematic thing is not that they are playing unfairly it's that they are playing.
