Such things are very complex and unlike the military/weapons/nuclear/diplomacy experts in here....I will just say that I don't know.

I don't even know if NK got anything legit from Russia or just black market help after the Soviet Union fell.

Also, it's possible China had a hand in it.

The Soviets during the 50s and 60s Cold War era were different from the Russians in the 90s and after. Economic integration, fear of sanctions and strategic alliances/influences also played a factor. Also, Russia is a signatory to the Nuclear Non-Proliferation Treaty and I'm guessing they didn't want to be put under the microscope for helping Iran build a bomb.
