Is Pennington vs Pena a good enough main event for UFC 307?

Islam is injured and can't fight at UFC 308, so Topuria vs Holloway seems to be the new main event for UFC 308.

That leaves UFC 307 currently listed with a main event of Pennington vs Pena? Is that good enough? IMO that's not a good enough main event.
