Yuan hitting a record low helps China on exports, China artificially deflating it's currency is one of Trump's main gripes with them. That is exactly the opposite of what trump said he wants.
This why China orchestrated the recent devaluation.





As to the question, maybe.
If it comes at a cost of losing reserve currency status, he could fully succeed on tariffs yet would be literally the worst ever.

Of course, that is very unlikely but the potential win on tariffs is not a massive win, and certainly not if it comes with other costs to global trade.

Conversely if he fails on no tariffs he could still be ok if no lasting damage is done to us standing as a reliable and trusted trade partner. However, the door on "trusted trade partner" is rapidly closing,

Personally, I think the idea of foreign countries paying Tariffs has about equal validity to his assurances Mexico would pay for the big beautiful wall.

The EU agreed today that the 25% counter tariffs will go into effect on the 15th.
These are not all-encompassing tariffs, but tariffs specifically targeting red states production.
A second package of retaliation tariffs will be presented next week.
