Fedor didn't lose until his 33rd fight. Volk doesn't even have 33 fights now, and he recently had back to back KO losses and then got dropped by a guy he would have run through and finished a couple years ago.
Volkanovski has 30 fights, and let’s be honest strength of competition matters, numbers really dont tell it all when it comes to certain fighters.
He had to change his entire style because his knees and back were getting stiff and went from most of his wins by submission to just brawling and not having a single submission in his last 15 years of fighting. He also lost in Sambo the same year as his last sub in MMA.

Last person he subbed in his career was Tim Sylvia back in 2008 which is a great win, prior to that he subbed….Choi, who also was subbed by Minowa, 36yr old MW Matt Lindland, who weighed in at 212lbs to Fedors 230lbs, A Kickboxer in Mark Hunt who was green in MMA, who did not win a fight from 06-10 0, 5 losses all by submission aside from Manhoef KO. Mark Coleman twice, half of his losses were by submissions from 99-10 only got stop twice from Shogun and CroCop rest of his losses were by submission, Randleman all his losses from stoppages were from submissions from 03-11, Ogawa who? and Fujita. Hell some of his sub wins were due to him brawling or being in vulnerable position, only a few fights where he actually took down his opponents and worked for a sub like Lindland and even Lindland was giving him fits on the ground.

Fedor is not an anomaly, lots of fighters has trained since childhood, only difference is Fedor seems to be one of the only fighters who gets that benefit of an excuse once he started losing.
