They can still be held to a certain physical standards. They dont need to be combat ready due to age and rank but that doesn't matter. The only exception should be a medical one.

It's more important that they look good on film than to actually be the most competent for their position? Reality TV POTUS strikes again. What we need to do is get them steel suits of armor like in the old days. Did you watch Excalibur, the way they shined in the sunlight when they charged, their enemies trembling in fear? Modern fatigues might be better camouflage but they just don't have the same visual impact.
