The breakdown of the negotiations was Dec 2000/January 2001. Arafat walked away during a tense and already violent period which ultimately led to a worsening of violence. This caused the breakdown of the Israeli government in March 2001, forcing elections in which Sharon was elected.
Anyway, that was the best deal Palestinians were ever offered and it was certainly a missed opportunity.
