There's a million different reasons depending on who you talk to...but either way it just is.

Just like there's almost no violent crime where I live. If you walked around my neighborhood all you'd get is pleasant conversation from strangers. And then there's a dozen neighborhoods within a 30 minute drive where it'd be very dangerous to walk.
