Tom isn't a paper champion IMO. He won his title and then when Jon refused to unify he defended it. The Jon gave up his title rather than face Tom. Tom took the title off of Jon just by the threat of Jon having to fight him. He wasn't given it, he took it and Jon didn't even put up a fight.

There not being a champion is a bad situation but you can't get away from that not taking the title from that champ gives less legitimacy. That's why you need to rack up a good reign to build the status of the title again.

Aspinall became the undisputed champ when the other champ acoided him and then retired. He'll also have to put up a good reign before he will have any special status as champ.

I never said they were MY rules, its sherdog, they have applied it multiple times, and yes, Jones and Aspinall are both as paper-ish titles, if they make an Interim title it wont be that much different.

They are your rules if you are applying them. Tom's HW championship is legit. He beat the opponent put in front of him to win an Interim Title. Pav was a legit active HW with a 5 fight win streak. Tom defended against another top contender when Jon refused to unify and instead fought another perfect style match up against a retired firefighter. Jon then refused to unify and had to be stripped. Nobody called Renan Barao a paper champion when he was promoted due to Cruz's injuries. He established his lineage same as Tom. Trying to deny that is dumb. Claiming you are just following the rules as set out by Sherdog makes you a lemming. Try using your own brain and some critical thinking.
