Pakistan operates under a military deep state but stuff like apostasy gets you the death sentence.
Still not a theocracy dude, that is part of the penal code, but the very fact there is a penal code in Pakistan with concepts deriving from non-Quranic sources = not a theocracy. In a theocracy there is only Islamic law and no civil law deriving from anything else. Pakistani law is based on a variety of sources, including English common law believe it or not, and customary/common law, as well as sharia law. In a theocracy it would only be the latter. Literally, google 'is Pakistan a theocracy?' if you don't believe me. Far too many things in Pakistan contradict the idea. I'll give you another final example: differnt states (Federal system) have different legal standards on some things, EG legal age for marrying women is different in Sindh, to Punjab, to NWFP. Again, and very obviously, if Pakistan were a theocracy only one interpretation would be possible and it would apply to all the federalised states, but customary law for each individual state prevails instead. Hence, not a theocracy.
