Eitherway, removing him didn’t create ISIS. Many Iraqis were greatful for that fucker to be gone. What created ISIS was Bush Jr. sticking his dick into a beehive and shattering the public sector. Firing all the public workers and disbanding the military left a lot of people angry and disillusioned. It also opened Iraq’s borders to Iranian influence.
