I mean, Saddam was like the Iraqi Milosevic. He should have been removed after the Persian Gulf War. But going in during 2003 was total bullshit. Bush went there because he had a grudge and progress in Afghanistan was dwindling.
Eitherway, removing him didn’t create ISIS. Many Iraqis were greatful for that fucker to be gone. What created ISIS was Bush Jr. sticking his dick into a beehive and shattering the public sector. Firing all the public workers and disbanding the military left a lot of people angry and disillusioned. It also opened Iraq’s borders to Iranian influence. The bitter Sunnis who lost their jobs in the military and public sector formed ISIS....
So close, yet so far away.

A regime isn't just the guy at the top, it's the government. The whole thing, or at least the vast majority of the leadership structure.
