I'm going to assume you aren't level 24 yet? Have you decided an archtype for your Barb yet? Not sure if you've played Diablo 3 but D2 isn't like D3. You have only 110 skill points per character to allocate and it helps to know with forehand knowledge which to invest your points into for your main skill, secondary skill and synergies before you start building.
As far as your character stats go so far they look fine. You don't need a lot of points into Dex with a Barb unless you are using a shield and going for max block rate which is capped at 75% for all characters. Some characters can hit their block rate faster as they are intrinsically good at blocking like Paladins. Dexterity stat helps with that. Otherwise it's kind of useless on a Barb. Attack Rating is nice but your main skills usually really help with AR as well as your gear. I would point enough points into strength to rock your gear (which usually is around 100 to 150) and the rest into Vitality. Barbs get 4 HP per point into Vitality which is the best out of all 7 characters and combined with your shouts will give you thousands of HP by level 80ish. No points into Energy which you didn't do, perfect. Energy is pointless on a Barb. Mana steal is all you need. Most of his abilities are relatively cheap anyways.
For my Barb I went with a "Frenzybarb" Pretty self-explanatory what he mains. But you can do a "WWBarb, Throwbarb, Singer, Pitzerker" as the other main archtypes. The problem with Barbs is they are very gear dependant like Amazons and if you have shit weapons it's like hitting the minions of hell with pool noodles. Your DPS will be woeful. Their is some positives to Barbs though and it's why I love playing them.
Their strength and no pun intended relies in their awesome crowd control and team play. I like that you put a few points into Howl which is a pretty underrated skill but not much else, I'm guessing it's because you are low level. I would recommend you start investing heavily into the Battle Cry, Battle Orders and Shout for pre-buffs for your team and yourself as it will help with sustainability. Shout and Battle Command only need 1 point as "one point wonders" because Defense rating isn't nearly as important as Resists. Battle Orders gives your Shout and Battle Command 5 more seconds of duration per point as well so it synergizes well.
For the rest of the tree if you aren't speccing into Whirl Wind as your main attack ability you should keep putting a few points into Howl, no more than 5. It really helps in Hell especially to keep your Barb from getting overwhelmed and potentially stun locked as well as keeping your merc safe and other squishy characters on the team like Sorc's and caster Druids from getting turned over. I know it seems annoying when you Howl away enemies and you have to run after them to cut them down but if you are a say a Frenzy or Throw Barb it it isn't so much of a problem especially when you can 1v1 enemies after the fact by Taunting them back over to you. If you ever get your Barb to around level 90ish then go to Akara in Act 1 and respec your Barb as Howl is character level dependant. Then you can put those points elsewhere like maybe Berserk or Taunt.
Once you hit level 24 and 30 it will help to point a point at least into Battle Cry and War Cry for more amazing debuffs and stun to again help with sustainability and CC. It really depends on what you prefer to use. I personally don't use War Cry for my Frenzy Barb as Howl, Taunt (which synergizes with Frenzy) and Battle Cry are enough for me to handle trash mobs and bosses.
Lastly about the Warcries tree I would put at least 1 point into Find Item and it's pre-req. If you find a couple of unique "Heart Carvers" and put them on your secondary weapon switch you get a massive buff to the skill but they aren't necessary they just up your % chance of proccing another item off a corpse and it's great at giving the Barb a second chance at finding nice items off super unique, unique or champion boss packs. "Horking" is what makes Barbs one of the best Magic Finders in the game.
Also, don't put any more than one point into Leap. Leap Attack does the same job. You can literally jump as far as your clicker will allow you with just one point into it. Another 1 point wonder.
The Combat Masteries tree is a tree you do not need to heavily invest into as you will only be concentrating on one specific weapon type like Swords or Maces and the other 4 skills only need 1 point to be effective.
As far as gear goes. Main things you want to focus on is Faster Hit Recovery, Crushing Blow (not to necessary but very helpful vs. bosses), Open Wounds, Resists, Vitality, Attack Speed, Cannot be Frozen, Life and Mana steal, Faster Run/Walk in that order and then maybe Deadly Strike, Magic Find or attack rating after. That's for Hell though. Seeing as you're still in normal just make a few cheap runewords in you Swords like
Steel,
Kings Grace or
Malice. Also, get a
Lore and
Stealth runeword for your Helmet and Armor. Those cheap runewords can take you pretty far through Nightmare.
Not sure if that was very helpful as it was sort of a guide for players who kind of know what their doing and I'm not sure if you are a pure beginner or not. Just remember this. Barbs are best played in groups. CC is their strength and tankiness. They don't have an amazing crowd or group DPS like a Sorceress, Hammerdin, or Necro. What they do well is draw aggro, buff, scatter enemies and pick off stragglers.
