It is a silly semantic game. It is a tax on foreign exports. In order to compromise for the increased roadblocks, exporters will increase the prices of goods sold to American consumers so they maintain a profit. And nor is a tariff a tax on the American people without using the same license as calling inflation a tax.
In retaliation, other countries will match our energy and tariff our goods that are exported there so then American Producers will end up paying that "tax" for shipping.
