A ranking that continually gets updated means it is intended to be referring to NOW. It is a scale which lends itself specifically towards recency.

P4P rankings have historically been a retrospective look on their career as a whole and looked at evenly

The fact that the UFC has an always updating P4P ranking means the pink goof gets to pick and choose his outrage and he pretends like everything Jon has ever done over a decade ago should keep him at the top. It clearly doesn't work that way for the divisional rankings, but he can fully pretend it does here because they're joke rankings. As if a legend unretired and became active again, that would automatically put them into the P4P rankings. It don't work that way

That's exactly it. Someone can be the GOAT (at least from a subjective point of view), but Dana going on about Jon being the GOAT is a little flimsy considering he's representative of an authority that has had to suspend him a few times, AND because being the GOAT is not the same thing as being the P4P best active fighter.
