Fair to which other heavyweights? Tom beat half of the top 10, and he wasn't even the champion. No one was trying to fight Aspinall. Tom literally DID fight one of them that was waiting for him, thats why he has a interim title defense.

Not comparable at all to Shavkat being out on injury.

U have to defend every 12 months or u automatically lose the belt. Tom was injured for 11-12 months then stalled for 2-3 more months cuz he wanted Jones fight.(if my memory is correct) To Gane it was absolutely not fair since he was #2 and couldn't challenge #1 or #CH cuz they were both "stalling".
