It wasn't a lack of water, in fact the system worked at maximum capacity for 15 hours straight. Name another district that can do that? There was water available, they just didn't have the pressure.

Normally they have access to 117 million gallons at least not just 3 million from backup tanks. Did you fail math? The reservoir also provides better pressure.

They would not have access to the 177 milion gallons, that would only feed into hte actual tanks that hydrants draw from. The result would have been better water pressure that still ran out since the system was never designed to fight wildfires of that scale.

As for the reservoir that was under repairs, what would you have done differently? Prioritize it over other county repairs?

No repairs have been done in 11 months. I would have focused on getting them done.

Sure, if it was incompetence or lack of funding, valid criticism. But only time will tell. There's a lot of infrastructure to maintain countywide and much higher fire risk areas historically. Not to mention completion was set for February, so it's not like this was a repair meant to take years.
 
Seems likely this was caused by stagnant air warm sun and strong winds. I havent looked into the foliage common in the area but i would wager there is goorse or something similiar because this is annual and so common many people filtered out the headlines. Wild fires are usually seasonal and can vary relative to atmospheric changes.
