I think most people call Fedor the HW GOAT. I still think he's the overall GOAT as well just because he was the total package but resume wise, it's probably Jon Jones.

If Jones manages to win the HW title, at least resume wise, it would be hard to deny him the GOAT title. Jones probably doesn't have the time left to be considered a HW GOAT though.

Not sure why people actually rate Fedor so highly? Nostalgia? Fedor had a chance to fight Overeem and DC in strike force but he ducked them.

Cormier lost to the GOAT, it is almost certain than Jon Jones would beat any version of Fedor and DC would also beat Fedor.

How can anyone rank Fedor above the likes of Jones/DC/MM/GSP.

You started judging Fedor by his most recent performances, not his lead up to winning HW gold or retaining it afterwards. Fedor cleared out Pride HW division, beat Nog and Cro Cop in their primes definitively. Then he beat Sylvia and Arlovski, clearing out the UFC definitively. That is why he is the GOAT.
