The thing about Hendo is that he never had a sustained run of dominance. He does had one of the best win lists and is one of the most decorated so perhaps you could put him on that tier.
The one guy I did forget was Nog. He should be on that 2nd tier for sure.
If Big Nog gets in then allow Hendo in based on the same criteria. That would only be reasonable and fair
