When he beat Penn in their second fight. The phone in poll for the fight had about 66% saying Penn would win. Then considering the UFC created the prime time show for that fight. I knew the win was very special.

The UFC crowned him the GOAT. And since he hasn’t lost since. And gone on to even bigger and better things since then. I still see him as the GOAT. And of course, he’s never popped for peds.

So because he beat a 155er he is the goat. Well done.

GSP became the GOAT after the Shields fight. It wasn't great, but Shields is, like it or not, an all-time great himself. After beating Shields, GSP had clear the WW another time.
That, and the fact that Fedor had lesser competition, and the fact that A. Silva and Jon Jones failed drug tests and are therefore disqualified from the GOAT status... (Since they are clean, Silva straight up sucks and Jones "GSP Vs Hendricks" his way two times)

Add to it Anderson was always eclipsed during GSP even in his hay day. GSP fought much better talent while Anderson was barely scrapping by Lutter and Cote.
