He did not agree to the right of return. Many Palestinians who were cleansed from Israel , and their descendants, are languising in refugee camps .
One State is really the only viable solution right now. There are soo many settlements in the West Bank, that you can't make a Palestinian State there. But Israel is afraid of losing Jewish hegemony, so they keep delaying and expanding settlements. They probably think they can just push all the West Bank Palestinians into Jordan. But that seems unlikely. So they seem to be ok with the status quo of no Palestinian State and gradually expanding settlements.
Olmert said that he would not allow the right of return to the borders of Israel, if the Palestinian's agreed to the Camp David proposal or Olmert's proposal they would have had their own state where refugees could have returned to. Right now they have nothing, the Palestinian's in Gaza are living in hell and getting annihilated every time they act up. This cycle is not going to end any time soon and Likud is going to take more and more land and there is no way they will accept a one state solution.
