Neither of these guys seem like a top guy and this belt still seems like a consolation bracket belt.
 
Tbh only thing I like about Priest is his entrance theme and only because Kerry King did the riffs.

Gunther 100% is a top guy. Priest is in that level just below where he can fit in just about anywhere - see Sheamus.

Gunther seems like a great IC Champion and a good heel that can step up sometimes when a top babyface needs an antagonist. He doesn't seem like someone that can carry the company. If there was only one World Championship, he doesn't feel like someone who would hold it with the rest of the roster that they have. Like the only reason he's a World Champion is because there's two World Championships.
