Honest question: Should we put in securities to prevent that money from being spend irresponsibly on such things as tattoos and casinos? Ya know, as a means to protect the children this money is intended to benefit.
Reasonable answer: Well, yes we would obviously want that money to be spent on the intended purpose of raising and protecting children from the dangers of poverty (mental and physical). However, at this point its would delay these important checks from being dispersed. Additionally, we feel that the % of people who would waste this money is relatively insignificant and a cost benefit analysis would probably show that those protections would actually limit how much we can dispense to the families that need it.

Should? No. Should be able to? Yes. Similarly, I don't think the gov't should tell people who get their money from jobs or owning businesses that they're not allowed to get tattoos (or that the gov't should try to reduce incomes for everyone because people might spend their money wrong). My take is that once people's money is theirs, it's theirs. I don't think that poor people should be treated as subhuman the way some fake leftists I could name do.
