In Denmark they passed a law for gangs. Any crime that is found to be gang related automatically doubles the sentence. Something like that could work.

We have plenty of laws for dealing with domestic gangs.

What makes a criminal a terrorist is that they're motivated by political aims, not just to enrich themselves at the sufferance of others. If the Crips were committing crimes with the intention of overthrowing the LA government, they'd be terrorists. IF they're just trying to get rich selling drugs, guns and people we already have the laws for that.
