Sure, but not doing that can lead to even worse situations, where they either let all these guys run around like maniacs because an escape route is so easy, or they make the rules for shooting even more lax. I'd say that if you're dealing with somebody willing to run over a cop, it's probably for the best that they get got. How 'bout people don't try run from police, especially when one is standing in front of your car?
That's their problem. If your life path of getting high and challenging law enforcement to a game of chicken goes south, I don't see a big deal when you find out. They're not psychiatrists, either. Mentally ill people should be in an asylum, if they're that crazy.
In a general safety sense, I guess, but issues will arise with that as well. Some scenarios just aren't perfect, where you can box them in with cars, and if they're willing to murder you to get away, I'd say it's reasonable to expect them to get shot. It's a bit of a test. No different if you have guns pointed at you, and you're stupid enough to reach for yours.
