he closes his fist during hte punch but sticks his thumb out which pokes the guy if he punch misses.

It's dirty as fuck and is not considered an eye poke. it changed the course of the fight and allowed moreno to win the rivalry.

DC and felder defended it saying it is legal. A thumb to the eye with a closed fist is considered legal in the moves.

This was more brutal then Ganes fingers in tom's eyes and tom definitely would have tapped out instead of going another round.

i'm actually surprised more fighters do use this but perhaps it effects their power.

I'd have to see the slowmo to confirm if it's legal or not but thumbs are more accidental than regular fingers, and more importantly, Moreno doesn't have a career-long habit of this stuff. Gane got warned about this within the same fight and also has had eye pokes and near misses going back pretty much his whole UFC career

Also Fig was eye raking on the ground the whole first fight making Moreno have to abandon dominant grappling positions, so even if it is an illegal poke, it's just settling the score

Good catch.
What a stupid punch by Moreno. High chance of breaking your thumb, wrist and killing your thumb joint.
So at least a disadvantage for Moreno and also extremely hard to see for the ref.
Eyepokes have basically no disadvantage.

Figgy was complaining about the punch, not the attempted eyepoke on the other side though
