Probably no one smaller than Volk. He is ridiculously strong. He has power and obviously skill. He would look like the Flash with speed difference too.

I don't see a FLW or BW beating even a bad HW. They are gonna have to last the distance most likely since a finish specially a KO isn't happening. Maybe a sub isn't out of the question..... But 15 or 25 minutes is a long time to not get touched up a few times and HW power is different. But I'd go with Volk.

Excuse me but Yushin Okami was never a big MW.

Fought half of his career at WW and weighted as heavy as 195lbs in fight night as a MW.

He weighted in at 200lbs with fat and clothes on for a short notice fight at LHW vs OSP.

A below-average sized MW by today standards. Closer to WW average actually.

We’ve seen Manhoeff, Mousasi, Hendo, and a handful of others do it. Weighing in at or below 185 gets seriously problematic, however. The smaller fighter either needs to have atomic bombs in his hands, or a positively sublime grappling and submission game.

Yeah, I think you need to have insane power for a lower weight class and the speed difference then helps you land it.

i'm not sure if your trolling but literally one punch, kick, or knee to the face or body from a HW would either completely end him or badly stun him, and he would be shooting on someone who trains MMA that is almost twice his size.
