If he can perform as dominantly as he did before he popped twice, then he is the best fighter to ever compete. But we just don't know how he would perform off PEDs. We know the latter can make an enormous difference in an athletes' performance, capacity to train, recovery, etc. He cheated.

Will he look as good when he is not cheating? We don't know.
