Foreman probably; his arm punches put people to sleep; he didnt even punch with much aggression, so his hands were absolute stones. His jab would and did can some great boxers.
Big George was a farm boy, did manual labor daily he continued doing farm work as part of his training an daily to stay in shapeForeman due to the level of opponents he knocked out and heavier gloves with more padding. Finishing Frazier x2 and Norton was very impressive, not to mention holding the HW title in in the 70s and 90s. We would need to see Ngannou in big gloves fighting some really durable high level opponents to figure it out. They both hit incredibly hard
It doesn't even look like Foreman put power behind some of his punches. He had really heavy hands

Since George Foreman is being brought up I recently seen this fight between Foreman and Ron Lyle. The punches these men where hitting each other with were mythical.

Ron Lyle would likely destroy these modern day heavyweights too, dude was a burly guy with light feet and fast punches and power, Foreman is a slow plodder his punches never looked impressive but his bones were so heavy he could hurt you with arm punches dude was truly heavy handed for sure.
Its crazy how Foreman wasn't slick at all but would just walk guys down and take shots to give shots, no emotion at all when he fights kinda reminds me of that Fedor machine quality
Man I miss the heavyweights of yesteryear, the last great heavyweight fight I saw where guys were big and had good stamina and threw a lot of shots was Ike Ibeabuchi vs David Tua these guys were big and powerful and were throwing bombs and had good stamina
Watching some of Holyfield's fight, its actually an ungodly amount of punishment boxers can take.
On average Foreman certainly hits harder.
Due to Nganou's longer reach, smaller gloves, and the momentum he put into his strikes I'd guess he's landed some of the biggest hardest single punches between the two men.
I'd rather eat the shot that put Norton down than the one that put Overeem down, but the Combo that put Norton down... thats a different story.

Foreman is considered one of the hardest punchers in boxing. He looks so casual, his punches look so effortless, yet he puts people to sleep with one punch.
Ngannou is more explosive though.
I think Foreman has an advantage in the power department.
In boxing Ngannou wouldn't last 1 minute with Foreman.
