Jon Jones is the hardest person to rank. He should be #1, strictly based on fighting. But I personally count his drug failures the same way I'd count a loss in the octagon. So he has several strikes against him.
Anderson Silva is another tough one. Had arguably the best RUN of all time, but his career in totality brings him way down on my list.
