Ive had a few tattoo sessions with Thor that sounded a lot like this. He told it as more like skins started out as more of working class faction of punks (in keeping with the oi movement). Then the heritage front set up shop and started the poisoning of what skinhead meant. Late 80's to mid 90's were very odd times in Toronto.
Yeah that’s pretty much it. IIRC the term Oi was actually coined by some music writer talking about the more non politician non rich kid rebellion, true, working class version of punk. Apparently many people thought he was full of shit and the whole this to be divisive. And then yes the Front (but I think you might be crossing the heritage foundation with the national front, which is pretty funny actually

Phase 1 many of the dodgyier and tougher punks gravitated towards the skinhead thing because it just fits that mold better. Skins were a mix of dodgy and outright racist ie from Hard Archie bunker/Rosanne Bar (<45><45><45>) to Nazis. This is when they terrorized the punk scene.
Phase 2 the punks banded together and kicked the skins out and concurrently with that skins developed their own scene that went further and further right until you had the screw drivers and no remorses in the late say 80s early 90s.
