It's not about the current numbers. It's about the potential of the disease to spread, and the seriousness of the symptoms.
The disease is known to be infectious during a long incubation period before the symptoms arise. This makes it insanely easy to spread. The German cases are people who never been in China recently, they casually met a current asymptomatic carrier of the disease, a female from Shanghai, who traveled to their office in Germany. She had relatives from Wuhan visit her prior to the trip to Germany.
People talk about SARS. But SARS, while deadlier at almost a 10% death rate, wasn't as easily spread. Over the 8 month outbreak, SARS only afflicted around 8000 people.
The Wuhan Coronavirus is already blazing past that figure and it's only been less than a month since China got serious about it. It the world health organizations can't contain this. It's going to be a Pandemic level at the rate it's spreading. The death tolls could rise to 3-5% if hospitals get overwhelmed and can't manage the 10-20% of serious cases.
It’s a shame that we can’t see what’s the quarantied cities looks like in China right now so we can learn to prepare it if it goes out of control in the Western world.

Ghost cities gives the opportunity for people to loot shops/houses. Has there been any lootings and rogue people roaming around in quarantied cities? Would police still do their jobs or go on a strike for not wanting to patrol in a quarantied city?
