It absolutely is within their power to "disable", the Coast Guard has been doing it for decades on a fraction of the USNs budget
[Fun fact, the USCG's "precision marksmen" (we're scared to call them snipers) who shoot out outboard engines on go-fasts..from a helicopter...have placed highly (top ten at least..sometimes top 5) in the USMCs sniper competition for years now.]
but again, rules change, what we have been doing isn't working so well, so maybe upping the risk for the smugglers may work, as I said before, I hope they gave them a chance to give up, and if not in this case, maybe a highly publicized example of "...or else" might make a the next go fast stop.
