Do you grade Ryan Bader's wins over Fedor as equal or better to Fabricio Werdum's? Or Michael Chandler's win over Tony Ferguson as better than Justin Gaethje's?

If you keep winning & higher ranked fighters duck you then it is justified to move your rank up, eventually if you back it up & become higher ranked / champion they will want to fight you. As touched on before, same thing happened with Islam. Guys like Poirier & Chandler were never going to fight him when he was lower ranked. Islam rose up, became champion and then they changed their tune.
