What could possibly be fuelling a decision that'll undoubtedly be a major hammer blow to UK pubs?
Pubs, yeah. Pubs are very different to bars, in the UK - bars can stay open til 6am if they have the right licence. Some nightclubs are more or less open 24hrs give or take a few hours. I really don't see this sticking, though. A lot of people have had enough of small pleasures being stripped away incrementally and with the country struggling financially they need all the pounds into the economy they can get.
What's the difference between a pub and a bar in the UK?
A pub tends to be smaller, cosier, and more community orientated (regulars, no pumping music etc, serve food until 10pm).
Bars are bars - DJs / bands, open until 2-4am, party atmosphere.
A typical night out in the UK would be something like 'local pub until 10pm, get lubed up, then hit the bars in the centre of town/city'.

I'm not too familiar with British drinking culture, but this seems like a misdiagnosis. Business hours are not the root cause of dangerous binge drinking.
That's early here last call is 2am.
One thing I learned when I worked one was if you had a DJ was you got him to slow down the music when it gets close to last call.
You get them to play as much belly rubbing music as possible the last half hour. This helps no matter the music country or rock.
I never worked rap or hip hop clubs so I have no idea about them.
I even had bands that would make their last set full of belly rubbing music.

Pubs where you'd generally drink from 7-11, then late bars/night clubs for those wanting to pull or dance.
In the 2000s, alcohol price increases meant that a whole night in the pub drinking slowly, before moving to a late venue, become horrendously expensive. So people then bought bottles of vodka at home before heading straight to the bars to nurse a single drink inside.
