These lists are funny.
I think it's better to break them down into two categories. Merit and Scope.
Merit is "Who are or were the BEST?"
Scope is "Who had the most impact", which often, but doesn't always translate to "Who were the biggest stars?"

DJ was never a needle mover, but you'd have to be an idiot not to include him in the GOAT discussions. He's a Top 5 based on merit. Did he significantly alter the course of MMA though, or have any real impact besides being the face of the flyweight division for years? Not really.
Conor, whether you love him or hate him, has had the biggest financial impact, global imprint and certainly the biggest star (at least in America), but would anyone argue he's even in the top 10 greatest MMA fighters of all time? Hell no.
