Frankly I'd rather our coastal defense forces be used to prevent detect/prevent actual crime.

I'm am well familiar with that fact (as you know) and with the actions said nations are permitted to prevent/interdict.

Currently no country has the right to enforce that, and unlike the USN securing a zone over a nuclear assest lost at sea during recovery, I can't see the international community going along with creating an exclusionary zone over an old civilian shipwreck in international waters.

But my point earlier that it'd be a business offering the $250K/passenger expeditions based somewhere in either America or Canada, with a private boat large enough to able to carry a submarine of that size. Only a few relatively wealthy people would be able to own that, so it'd be significantly easier to track them if they were to offer deep-sea expeditions to the Titanic.

Companies offering that would be very expensive if they weren't based in North America.

Not unless they're rescued. They're bolted in from the outside. It's really their only chance at surviving, though. Even if they found them on the ocean floor, it's not like they can get a tow to the surface. I'd rather not find them there, if I'm the rescue team, because all you're gonna be able to do is tell them that they're fucked.

Well this situation certainly has a high profile, although obviously recovery of a one off submarine lacks the potential benefits of investigating/recovering a crashed airliner which is in widespread use.

But in reality, they probably had non-mechanical means of storing their waste. Getting from the surface to a 3800 meters below the surface takes many hours, the last I heard. Given the amount of passengers, each with normal bodily functions, they probably weren't planning on holding their bodily functions for multiple hours even if everything went correctly.
