I don't know if it will happen but this is what is planned:

Kamala Harris fundraising going towards "recount"

Donations to the vice president's campaign on ActBlue are now being partially rerouted towards a vote recount effort.

When users go to donate to her campaign on ActBlue, the nonprofit fundraising platform, the fine-print suggests that the vice president's campaign might be launching a recount effort.

It reads: "The first $41,300/$15,000 from a person/multicandidate committee ("PAC") will be allocated to the DNC. The next $3,300/$5,000 from a person/PAC will be allocated to Harris for President's Recount Account."

I don't think it's necessearily going to recount the presidential results. I think the Dems are skimming this off Harris's name and using it for Senate/House recounts if they are close.

I guess if you already wasted a billion dollars and have nothing to show for it, what's another couple mil?

"Harris' website is currently requesting donations to ensure that all votes are counted in the still uncalled close Congress races.

"With a handful of key Senate and House races still too close to call, we are keeping our organizers and volunteers on the ground in those states to see the election across the finish line," the website says.

There's no way it changes the election. The recounts would have to overturn elections in like 5-6 states for that to happen which basically mathematically impossible without some sort of funny business being involved.
