It was to bypass the 60 votes need for cloture to succeed. A filibuster is just an extension of debate to delay proceedings with the vote. The nuclear option is when chair rules that the vote need to end debate failed is then is challenged. Then just a majority vote is needed to end the debate. After the debate is declared over a simple majority is need to pass whatever was being debated.

So not legislation.
