You don’t have to wait. Congress is writing a budget bill right now, they are welcome to dissolve whatever agencies are governed by law, or make spending cuts. In fact, they could’ve tried to pass a bill to do these things any time they wanted.

I haven’t seen any judge go rogue, but I certainly see a Chief Executive trying to usurp Congress’s constitutional powers.
