He's winning the information war internationally? Absolutely not, but I'd be prepared to listen to it on a country-by-country basis, because I've no doubt the Russian narrative might be stronger in some places than others.
As for 'Ukraine is not going to win', that's a bold statement in a conflict that is currently in a 'stalemate' (not my words), and in which Russia has yet to address serious challenges and has struggled since the beginning to boast many strategic victories at all.
I suppose you can easily temper 'Ukraine is not going to win, but neither is Russia', which is certainly what Western defence experts are saying.
There really isn't a 'victory' in sight for Russia, as even the 'successful' occupation of territories is likely to lead to insurgencies for many years to come.
