You really have a child like view of things.Well, let us see. Putin came to power in 2000.
Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia joined NATO in 2004.
Why didn't Russia (Putin) take over those countries prior to them joining NATO?
Putin came to power in 2000 and took over a very different Russia which was coming out of phases of reform and a turn to the West following Gorbachev and Yeltsin.
Your child like thinking seems to make you think Putin can just step in and start wars without taking time to remove the elements of his gov't he does not like and get in place the people he does. You also seem to think invasion was always step one and automatic when it was not.
For instance, to educate you, had Putin been able to keep his puppet gov't in place in Ukraine and his Oligarchs raping the resources he still would not invaded until today. It was his loss of all control there, both economic and political and success Ukraine was in the early stages of enjoying that made Putin feel he had to act.
