Ehh, he stepped up to save the card when Whitaker pulled out. Fighters missing weight happens a lot in boxing, the opponent who makes weight is still eligible to win the title so they do the fight anyways. A fighter cancelling the bout outright can be more problematic than one guy not making weight. The weight-misser is already forefeiting his titleshot and would be paying a fine to his opponent on top of that.

It's UFC's fault if this falls though. Luke has no obligation to still take the fight, so he has the negotiating power here. if UFC doesn't want to pay him an extra 50 or 100k or whatever the case may be, that's on them. You would be demanding more money too in this scenario if you were him.
