That ref never saw a need to stop the fight until the bell sounded. Unless he says he was stopping the fight and didn't do so because of the bell he is wrong. Answering the bell is for starting the action. The final bell leaves nothing to answer but the decision. The guy wasn't out. Final bell means he has no need to defend himself. He might have been catching his breath as he was exhausted fighting off a choke for 50 seconds. The same choke the ref saw no need to stop during the fight.

Your Yair example is being KO’d after the bell which is illegal. Technically in that instance, the ref waved that fight off after the bell too. Same thing here, guy was out when the bell rang and it became obvious after.

It’s more like if a guy landed a big punch right at the bell and the other dude couldn’t get back up. When the bell sounded, the ref may not have realized he was out, but it became clear he was and thus couldn’t answer the bell. Answering the bell doesn’t mean only start of rounds. If that’s the case why do they wave off fights when a round ends if a fighter is clearly unconscious? By your logic, the ref did not see a reason to stop it before the bell so therefore they cannot stop it. The rules make no distinction between the end of round 1 or round 3. If the guy is out when the bell rings, he’s done.

His leg was still kicking after the fight was stopped. He was not in control of his body.

1. He was not out IMO.
2. If you are in a submission and do not tap nor does the ref stop the fight and the round ends unless you are lying motionless & unconscious and need to be revived there is no reason for the ref to declare the fight result when the 15 minutes of competition has ended. This is a time when leaving it to the judges was the best thing to do.

Hard disagree on both points, but that’s ok. It think it’s pretty evident by the three seconds of staring off into space with glazed eyes when the choke is released that he was out. And thus, since he was laying there (clearly in my opinion) unconscious at the end of the fight, the fight was correctly ruled in his opponent’s favor. If Merab didn’t want that to happen and wasn’t out, he should have done literally anything but stare blankly off into space for several seconds at the conclusion of the fight.
 
I know it's part of the rule but that's really dumb.

If you didn't stop the fight during the fight then you didn't. How do you stop the fight AFTER the fight? If the guy makes it to the end of the fight, and you didn't stop it by then, it shouldn't count because the fight is over.
 
Imagine a fighter winning a decision when they were KO’d at the bell because the ref didn’t get there to stop it before the horn. It was a weird ending, but the correct call.

you mean like when Carlos Newton choked out Matt Hughes, got powerbomb KO'd and Matt Hughes won because he was the first to wake up?

I like Dvalishvili and I think he beats Simon 9 times out of 10. That said, it's pretty hard to think of him as the winner of a fight that he finished semiconscious staring up at the lights and twitching like fish.
