That's not what a non-state actor means.
If a state actor is not someone doing work on behalf of the government, what do you think a non-state actor is?
A non state actor relates specifically to international individuals or groups that exert some type of influence and are not allied to any specific country. Like Al-Qaeda or ISIS.
American citizens are neither state actors (Unless specifically employed as such) or non-state actors. They're just citizens.

The protesters are not lobbyists, they're just American citizens exercising their constitutional rights.
They don't have any authority over you and you don't have any authority to hit them with your car.
They're actors and they're not exercising authority over other people that the state hasn't delegated them. Hence they're non-state actors. If they're dictating the terms under which Americans can use public roads, they are exercising authority over other people.
Because that's like, the definition man.

So would antifa or BLM people be non-state actors? They are organizations that have significant political influence.
No they're American citizens exercising their constitutional rights.
They're not exerting any authority. They're just protesting in the road.
No they're domestic political groups.
Maybe some antifa groups would fit that description, but not all. Majority of protesters aren't antifa though.
Being an American citizen and being a non-state actor aren't mutually exclusive.
If someone is essentially telling someone, "No, you can't travel on this public road until I grant you the privilege", he is exercising authority over another person.
