For elites absolutely yeah(there's a joke in Dem circles that owners of car dealerships are the backbone of the GOP base but they're just the urban equivalent of ranchers and oil barons to me) but idk that the average working class servers in diners across those states cares about industrial policy either way.The liberal rhetoric around climate change and the environmental regulations that need to be imposed to allegedly thwart it absolutely do play a role in how rural America votes, brother. At least where I'm from -- it's a big deal for the likes of farmers, ranchers, coal miners, and people that work in the oil and gas industry for a living. They see the things going on in other western countries that are ahead of America on this issue. I'm not saying it's the principal driver and did acknowledge god 'n guns, but it's there.
Of course elites matter a lot so on the donor side of things so its definitely a key priority for the party as a whole. Interestingly the biggest donor to Trump's 2016 and 2020 campaigns were the Adelsons. Sheldon is now dead but Miriam has inherited his fortune and rumor has it she is conditioning her donation to Trump on his recognizing any future annexation of the West Bank by Israel so donors can have all kinds of kooky motivations.
