A quick for instance is that Trump cannot pardon him for his State Income tax fillings that are separate and distinct from any Federal offense. The Fed's have no jurisdiction over a State charge of income tax fraud. He can only pardon him for things that are Federal Offenses.

Tax fraud, bank fraud, failing to report a foreign bank account are all things State courts would have 'separate' jurisdiction for.
